Second Quarter 2019 Social Weather Survey: Pres. Duterte's Net Satisfaction rating at new record-high "Very Good" +68

The Second Quarter 2019 Social Weather Survey, conducted from June 22-26, 2019, found 80% of adult Filipinos satisfied, 9% undecided, and 12% dissatisfied with the performance of Rodrigo R. Duterte as President.

Compared to March 2019, gross satisfaction with Pres. Duterte rose by 1 point from 79%, gross undecided rose by 1 point from 8%, and gross dissatisfaction fell by 1 point from 13% [Chart 1, Tables 1 and 2].

This gives a net satisfaction rating of +68 (% satisfied minus % dissatisfied), classified by SWS as very good. This is a new personal record-high that surpassed the previous record of very good +66 in March 2019 and June 2017.

The SWS terminology for Net Satisfaction Ratings: +70 and above, "excellent"; +50 to +69, "very good"; +30 to +49, "good"; +10 to +29, "moderate", +9 to -9, "neutral"; -10 to -29, "poor"; -30 to -49, "bad"; -50 to -69, "very bad"; -70 and below, "execrable".

Up in Balance Luzon, down in other areas
The 2-point rise in President Duterte's net satisfaction rating from March 2019 to June 2019 was due to an increase in Balance Luzon, offset by declines in Mindanao, the Visayas, and Metro Manila.

Pres. Duterte’s net satisfaction rating stayed very good in Balance Luzon, at a new record-high +65 (78% satisfied, 13% dissatisfied) in June 2019, up by 9 points from +56 (73% satisfied, 17% dissatisfied) in March 2019. This surpassed the previous record of very good +60 in December 2016 [Chart 2].

It stayed excellent in Mindanao, at +81 (88% satisfied, 8% dissatisfied, correctly rounded) in June, although down by 7 points from the record-high +88 (92% satisfied, 5% dissatisfied, correctly rounded) in March.

It stayed very good in the Visayas, at +66 (77% satisfied, 12% dissatisfied, correctly rounded) in June, although down by 3 points from +69 (81% satisfied, 12% dissatisfied) in March.

It also stayed very good in Metro Manila, at +59 (73% satisfied, 14% dissatisfied) in June, although down by 2 points from +61 (76% satisfied, 14% dissatisfied, correctly rounded) in March.

Up in urban areas
Urban net satisfaction with Pres. Duterte stayed very good, at +67 (79% satisfied, 12% dissatisfied) in June 2019, up by 5 points from +62 (77% satisfied, 14% dissatisfied, correctly rounded) in March 2019 [Chart 3].

Rural net satisfaction also stayed very good, at +68 (80% satisfied, 11% dissatisfied, correctly rounded) in June, although down by 1 point from the record-high +69 (81% satisfied, 12% dissatisfied) in March.

Up in class E
Pres. Duterte’s net satisfaction rating stayed very good in class E, at a new record-high +68 (81% satisfied, 13% dissatisfied) in June 2019, up by 10 points from +58 (74% satisfied, 16% dissatisfied) in March 2019. This surpassed the previous record of very good +67 in June 2017 [Chart 4].

It stayed very good in class D or the masa, maintaining the record-high +68 in June (79% satisfied, 11% dissatisfied) from March (80% satisfied, 12% dissatisfied).

It also stayed very good in class ABC, at +58 (76% satisfied, 18% dissatisfied) in June, although down by 11 points from the record-high +69 (83% satisfied, 14% dissatisfied) in March.

Up among women
Pres. Duterte's net satisfaction rating stayed very good among women, at a record-high +69 (79% satisfied, 11% dissatisfied, correctly rounded) in June 2019, up by 4 points from +65 (78% satisfied, 13% dissatisfied) in March 2019. This ties the record-high set in June 2017 [Chart 5].

It also stayed very good among men, at +67 (80% satisfied, 12% dissatisfied, correctly rounded) in June, although down by 1 point from +68 (81% satisfied, 13% dissatisfied) in March.

Up among 25-34, 35-44, and 55+
The President's net satisfaction rating rose from very good to excellent among 25-34 year olds, at +72 (82% satisfied, 10% dissatisfied) in June 2019, up by 6 points from +66 (81% satisfied, 15% dissatisfied) in March 2019 [Chart 6].

It also rose from very good to excellent among those 55 years old and older, at a new record-high +70 (81% satisfied, 11% dissatisfied) in June, up by 9 points from +61 (75% satisfied, 14% dissatisfied) in March. This surpassed the previous record of very good +68 in June 2017.

It stayed excellent among 35-44 year olds, at a new record-high +73 (81% satisfied, 8% dissatisfied) in June, up by 3 points from +70 (81% satisfied, 11% dissatisfied) in March. This surpassed the previous record of excellent +72 in June 2017

However, it fell by one grade from excellent to very good among 18-24 year olds, at +57 (74% satisfied, 17% dissatisfied) in June, down by 13 points from the record-high +70 (83% satisfied, 13% dissatisfied) in March.

It stayed very good among 45-54 year olds, at +61 (75% satisfied, 14% dissatisfied) in June, although down by 7 points from the record-high +68 (80% satisfied, 12% dissatisfied) in March.

Up among high school and elementary graduates
Pres. Duterte's net satisfaction rating rose by one grade from very good to excellent among high school graduates, at a new record-high +74 (82% satisfied, 9% dissatisfied, correctly rounded) in June 2019, up by 7 points from +67 (79% satisfied, 12% dissatisfied) in March 2019. This surpassed the previous record of excellent +71 in September 2016 [Chart 7].

It stayed very good among elementary school graduates, at +62 (76% satisfied, 14% dissatisfied) in June, up by 2 points from +60 (76% satisfied, 16% dissatisfied) in March.

However, it fell by one grade from excellentto very good among college graduates, at +63 (76% satisfied, 13% dissatisfied) in June, down by 11 points from +74 (86% satisfied, 11% dissatisfied, correctly rounded) in March.

It also fell from excellent to very good among non-elementary school graduates, at +68 (81% satisfied, 13% dissatisfied) in June, down by 3 points from the record-high +71 (82% satisfied, 11% dissatisfied) in March.

Survey background
The June 2019 Social Weather Survey was conducted from June 22-26, 2019 using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and ±6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2019 to obtain the national estimates.

The Social Weather Survey item on public satisfaction with the President is non-commissioned. It is included on SWS's own initiative and released as a public service.

The survey question on public satisfaction with the President is as follows: “Maaari po bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi nasisiyahan sa pagganap ng tungkulin ni RODRIGO DUTERTE bilang Presidente ng Pilipinas. Kayo ba ay lubos na nasisiyahan, medyo nasisiyahan, hindi tiyak kung nasisiyahan o hindi, medyo hindi nasisiyahan, lubos na hindi nasisiyahan, o wala pa kayong narinig o nabasa kahit na kailan tungkol kay RODRIGO DUTERTE?” 

[“Please tell me how satisfied or dissatisfied you are with the performance of RODRIGO DUTERTE as President of the Philippines. Are you very satisfied, somewhat satisfied, undecided if satisfied or dissatisfied, somewhat dissatisfied, very dissatisfied, or you have not ever heard or read anything about RODRIGO DUTERTE?”].

SWS terminology for Net Satisfaction Ratings: +70 and above, “excellent”; +50 to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to –29, “poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable.” SWS considers the movement from one classification to another as either an “upgrade” or “downgrade.”
